HK Weather

This is a little tool which checks the Hong Kong Observatory RSS feed for weather warnings, and pops up a notification when an alert is issued. It'll check every 15, 30, 60, 180 minutes, you can choose if it should vibraate and/or make a noise wen it notifies you, and it can automatically start at boot time. It doesn't use any memory or CPU between updates - it gets the system to start it in the background to run the check - and each update uses around 1KB of data.

It's not quite at a 1.0 release yet, because there are a couple of things still to do, but it's got around 800 downloads and it works for me...

It's free to download from the Market - both because there's no access to the paid Market in Hong Kong, and because I think it's a useful thing to provide to other Android users in Hong Kong. You can also grab an installable APK file here, and if anyone wants the source there's a tarball.
